Mr. Jean Baptiste Havugimana

Mr. Jean Baptiste Havugimana is Director of Productive Sectors at EAC Secretariat since June 2015.

He has over 23 years of experience as a Macroeconomic Policy Formulation, Analysis and Implementation Expert. Before joining EAC he worked for more than eight 8 years for the Macroeconomic and Financial Management Institute of Eastern and Southern Africa (MEFMI) as a Programme Manager where he handled issues of capacity building and technical assistance in macroeconomic policy design, analysis and management, research methodology and statistics and natural resources management.

Prior to MEFMI, he worked for the National Bank of Rwanda (BNR) for 12 years as Head of Balance of Payments (10 years) and then as Research Team Leader (2 years). He attended Harvard Kennedy School of Governance’s Executive Education in Macroeconomic Policy Management in 2009, the Centre for Central Bank Studies (CCBS) of Bank of England in Monetary Policy Analysis and Management (inflation targeting) in 2013, several other relevant professional trainings at IMF and World Bank and holds an M.A. in Macroeconomic Policy Management from University of Tsukuba, Japan (2005) and an B.A. in Economics from National University of Rwanda (1993).

The 8th AGTS will  look to find solutions for the missing pieces of the grain trade puzzle and attempt to come up with an action plan to deliver more and better grain trade on the continent.
